Ryan develops new zero-emission mobility options that make transportation more affordable and accessible while cutting vehicle miles. He is passionate about putting electric bicycles and innovative transit technologies to work.

Currently Ryan is Director, Innovative Mobility for CALSTART and serves as a member of the City of Boulder’s (Colorado) Transportation Advisory Board. He has overseen the launch and implementation of the Clean Mobility Options Voucher Pilot Program, a major equity-based zero-emission vehicle incentives program that provides voucher funding for community-based mobility projects in California. He has also started and now oversees CALSTART’s Innovative Mobility Working Group along with numerous projects that help transit agencies and local governments deploy innovative mobility technologies.

Previously, Ryan served as Policy Director for CALSTART. In that capacity he led CALSTART’s activities to sponsor and support numerous bills that have become laws, successful legislative funding campaigns, and engagements in path-breaking utility proceedings in California and nationally. Prior to that he launched and led the climate program at Business for Social Responsibility (BSR) and served as a Peace Corps volunteer in Kyrgyzstan. Ryan holds a B.S. in Finance from Oregon State University and an M.B.A. from Thunderbird School of Global Management.
